The Uttar Pradesh government has approved a new set of building regulations—Model Zoning Regulations-2025—that allows construction on small plots without the requirement of prior map approval. The decision was taken during a cabinet meeting chaired by Chief Minister Yogi Adityanath. It applies to plots within municipal and urban development authority areas.

Under the new rules, residential buildings on plots up to 100 square meters and commercial establishments on plots up to 30 square meters can be constructed without submitting building plans for prior approval. However, property owners must register their plot details with the local development authority. This exemption is limited to specific plot sizes and is part of a broader effort to simplify building regulations.

In areas where layout plans have already been approved, a “trust-based approval” system will be applied. According to the rules, once the building plan is submitted online for residential plots up to 500 square meters or commercial plots up to 200 square meters, it will be deemed approved. This move is aimed at speeding up the construction process and formalizing smaller building projects.

The new policy also permits construction of residential units with shops on the same premises. This is allowed on roads that are at least 24 meters wide in larger cities and 18 meters wide in smaller towns. The provision is applicable in areas classified for mixed land use under local development plans.

The government has stated that this policy promotes simplified construction norms and facilitates small-scale business and housing development. The implementation of Model Zoning Regulations-2025 will be overseen by urban local bodies and development authorities through the state’s digital approval platform.
